The neighborhood is named for the Federal Deposit Insurance Corporation (FDIC), which has its regional headquarters in Charlotte.

The FDIC Rockwell Park-Hemphill Heights neighborhood began as two separate neighborhoods: Rockwell Park and Hemphill Heights. Rockwell Park was developed in the early 1900s as a street car suburb of Charlotte. The streets were laid out in a grid pattern with wide sidewalks and green space in between the houses. Hemphill Heights was developed in the 1920s as an African-American neighborhood.
