History of the Park and Neighborhood

The FDIC Rockwell Park-Hemphill Heights neighborhood is located in the center of Charlotte, North Carolina. It is bordered by Interstate 77 to the east, Morehead Street to the north, Tryon Street to the south, and McDowell Street to the west. The neighborhood is named for the Federal Deposit Insurance Corporation (FDIC), which has its regional headquarters in Charlotte.

The FDIC Rockwell Park-Hemphill Heights neighborhood began as two separate neighborhoods: Rockwell Park and Hemphill Heights. Rockwell Park was developed in the early 1900s as a street car suburb of Charlotte. The streets were laid out in a grid pattern with wide sidewalks and green space in between the houses. Hemphill Heights was developed in the 1920s as an African-American neighborhood. It was named for Benjamin Franklin Hemphill, who owned a department store on Tryon Street that was one of the first businesses in Charlotte to employ African-Americans.

The two neighborhoods were merged into one when Charlotte annexed them in 1949. The FDIC acquired its regional headquarters site in Charlotte in 1963.
